Funny you mention jailbreaking, because there are apps for jailbroken iPhones that allow the iPhone to act as a wireless access point, so the iPad would then be able to connect to the iPhone's wireless network.
Since the iPhone side of this is possible now, and we do know that the iPad has wifi, this solution will definitely work.
